The simple answer is still IMS... Facilities? Check. Track up to FIA standards? Check. Capacity? Check. Hotels in the area for visitors? Check. Ease of entry/exit to track? Sorta check.I kinda was against this one too, sounded like a big impact to the historical area around it. I'm saying this as a history nerd that likes to preserve history

maybe not for the drivers chip?It is? I thought Indy didn't count towards the points up until the late 50s?
The first World Championship took place in 1925, but it was for manufacturers only, consisting of four races of at least 800 km (497 mi) in length. The races that formed the first Constructors Championship were the Indianapolis 500, the European Grand Prix, and the French and Italian Grands Prix. A European Championship, consisting of the major Grand Prix in a number of countries (named Grandes Epreuves) was instituted for drivers in 1935, and was competed every year until the outbreak of World War II in 1939.

too much modification to the crash structure?random note: why not control the f-duct with your left foot instead of your hand?
if it's for straight line speed, your left foot is not going to be doing anything while you have the car floored...
