FOM's initial offer of CDN $175m [€110m/US $165m] over five years diminished to a CDN $75m [€47m/US $71m] deal, with the Canadian and Quebec governments providing two thirds of the funds while the City of Montreal and its tourism arm front the remaining third. Contrary to earlier reports, it has emerged that Sauber could be missing from the FIA's forthcoming provisional 2010 entry list.
Blick and Auto Motor und Sport report that, in order to avoid a US $150m fine for not honouring the Concorde Agreement, Toyota is instead looking to hand over its team entry to Serbian outfit Stefan Grand Prix.
Monday or Tuesday's FIA entry list, however, will reportedly precede detailed talks about the coveted 13th and final 2010 team spot.
Stefan GP, headed by the engineering company AMCO and its chief executive Zoran Stefanovic, filed a complaint with the European Commission in August about the FIA's team selection process.
It is reported that the team could use Toyota engines at a price of €5m in 2010 and 2011, as well as the Japanese marque's Cologne facilities until a move thereafter to Serbia.
Auto Motor und Sport said Toyota technical boss Pascal Vasselon and driver Kamui Kobayashi, with $5 million in Toyota sponsorship, could be part of Stefan's plans, and it is also believed that the design of the TF110 may also be available.
Toyota's place on the provisional FIA entry list will however be conditional, with final decisions to be taken by the World Motor Sport Council in mid December.
The development is not necessarily bad news for Sauber, because the departure of the dubious investor Qadbak means that fellow teams might unanimously agree to expand the field from 13 to 14 teams.

Manor to run under Virgin Racing title

The Manor Grand Prix team will run under the Virgin Racing name in 2010, according to the latest entry list issued by the FIA today.
Richard Branson's company entered Formula 1 as a sponsor of the Brawn team this year, but has long been linked with a larger role with Manor. The FIA document confirms that this will be the case, although an official announcement from Virgin is still awaited.
John Booth's squad will use chassis created by former Simtek and Benetton designer Nick Wirth's Wirth Research company, which designed the Acura LMP cars. Timo Glock has been signed as Virgin's first driver.
The other news confirmed by the FIA's entry list was that Red Bull Racing will continue with Renault engines. The team had been linked with a switch to Mercedes power earlier in the year.
But the entry list did not resolve the issue of the 13th entry. The Sauber team is hoping to get back into the field now that Toyota had pulled out of F1 - having previously committed to the new Concorde Agreement - but the FIA said it could not make an announcement about this situation yet.
"Toyota Motorsport GmbH remains formally bound by the Concorde Agreement to put forward a team for participation, though it has indicated that it will not be in a position to do so," said a statement from the governing body. "An announcement will be made regarding this entry in due course."
Champion team Brawn GP remains listed under its 2009 name on the entry, but the FIA noted that it "has indicated its intention to change its team name to Mercedes Grand Prix prior to the start of the 2010 season" following its purchase by the Germany company.
