The FIA's crunch meeting with teams ended without agreement on Friday as the governing body refused to compromise over plans for a two-tier category.

Max Mosley said there had been 'friendly' discussions with teams but that the FIA was not willing to back down over its plans for a £40 million cap, or the 29 May deadline for entries to the 2010 world championship.

The teams have now gone into another meeting to discuss their response to the FIA's stance.

"It was quite a friendly meeting, but in the end all that happened was that the teams have gone off to see if they can come up with something better than the cost cap," Mosley told reporters after the Heathrow meeting.

"We explained we cannot put back the entry date, as this has all been published, and we cannot disadvantage the potential new teams who will come in. But we are prepared to listen to whatever they have to say.

"In the meantime, the regulations are as published. We have explained that we want everyone to race under the same regulations. We have explained that we would like all of the teams to come in under the cost cap and that is what they have gone off to consider.

"We have said that we cannot see why anyone wouldn't want to operate under the cost cap, and it would mean a gradual relaxation of the technical regulations - which all the engineers would want. We said in the end the choice was between intellectual freedom and financial constraint, or intellectual constraint and financial freedom - which is what they have had up until now.

"We have pointed out, and it is something the engineers have said, that current F1 consists of endless refinement at enormous expense and we want to move away from that and have invention and creativity, but we can only do that if we restrict the cost - because if we have unrestricted cost nobody would be able to afford it.

"I think some of the teams agree with that idea, and some don't, and they have gone away to discuss it."

Ferrari, Renault, Toyota and the Red Bull teams have already declared that they will not enter the 2010 season under the rules as presently proposed by the FIA, and when asked if that remained the case, Mosley replied: "Well, as things stand, yes that is the situation."

It also emerged today that Ferrari has lodged legal action in the French courts to block the 2010 rules - claiming their introduction was a breach of a technical veto the Italian team has.

"During the meeting it became apparent that Ferrari has made an application to the French courts, and I don't know the details, but it is to apply for an injunction to stop us doing what we want to do," Mosley explained. "So that is where the situation rests as far as Ferrari is concerned."

The FIA president added that the discussions had extended to talks on a new Concorde Agreement, but that this issue also remained unresolved.

"Then they asked about the Concorde Agreement, and we said that we would be prepared if there was agreement on all of the other issues to resign the 1998 Concorde Agreement, and extend it for another five years," said Mosley.

"But there was not agreement between them and Bernie [Ecclestone] on the commercial side, which is unsurprising because they have been talking about it for two and a half years and still not reached agreement."

After announcing plans in February for a US-based entry to the 2010 championship, Formula One veterans Peter Windsor and Ken Anderson have been hard at work laying the foundations for their fledgling team. Although they must wait until June to discover whether their entry has been accepted, Windsor and Anderson’s preparations are well underway, with their car scheduled to debut in November.

“We are working very hard behind the scenes, and at the same time from a public point of view, are waiting for everything to be formalised by the FIA,” former Williams team manager Windsor told Formula1.com. “The car is well underway being designed and we start making parts in late June and should have our car on the ground by late September.

“We will torture test the car and the suspension in October/November. Depending on the engine, we will be run the car in the first week of January. But if all falls perfectly into place, we would like the car to be running in November/December.”

With such a short turnaround in mind for their team, Anderson and Windsor have already moved into their American base in Charlotte, North Carolina, and that they have started to hire key team members, ahead of a bigger recruitment push in the autumn.

“Right now (our headcount is) about 20,” explained former Ligier technical director Anderson. “We are setting up the infrastructure, the management and the design department. In June we will be hiring those who will do the manufacturing, so we are moving from design to manufacturing and towards the end of the year be will be setting up our European facility and will start hiring the people who will be working on the team.”


As well as their burgeoning workforce and stateside factory, which will have the benefit of a 100-percent scale wind tunnel, the pair is also considering plans to feature American driving talent in their team.

“We have a shortlist of guys that we are looking at,” said Windsor. “There are some Americans doing quite well right now in single-seater racing from Ryan Hunter-Reay, Jonathan Summerton, Danica Patrick, Graham Rahal and A.J. Allmendinger.

“And then the next generation looks really strong! You’ve got four guys there: Gaby Chavez who is winning a lot of BMW races right now, Alex Rossi who is American and was the World BMW champion last year, Conor Daly, the son of Derek Daly, and Josef Newgarden who is winning in England right now.”

Back at their February launch Anderson and Windsor promised to take advantage of the FIA’s cost-cutting initiatives to run a thrifty, cost-effective team. So news that Formula One racing’s governing body wants to introduce the option of a £40-million budget cap was welcomed.

“It’s not far from what our budget has been anyway, long before the cap discussion came up,” said Anderson. “We’ve been planning on starting from scratch, buying only what we need and having only the people that we need. It’s much easier to start from zero and work your way up, than to run on £300-400 million and work your way down.”

The official entry list for the 2010 FIA Formula One World Championship - expected to comprise 13 teams - will be published on 12 June, 2009.

I remember reading this too - Alonso has my respect. He's changed a lot since the McLaren days. TBH, sometimes I wonder why I even like Kimi :o (referring to baby knocking incident).

Following the meeting yesterday between the sport's governing body, the commercial rights holder and the teams, FIA President Max Mosley admitted that the ongoing situation is unlikely to be resolved ahead of the May 29th deadline for entries into the 2010 championship.

The two-tier rules for next year have been effectively scrapped and the Formula One Teams' Association members have gone away to come up with proposals to radically cut costs for next year as they – as a group - are not in favour of the £40m budget cap.

"It might take the rest of the summer," Mosley admitted when asked by the BBC how long it will take to solve the latest crisis within the sport. "In the end no one is up against it until later in the summer when they have to start deciding what car to build for 2010."

The 2010 sporting regulations state that 'applications at other times will only be considered if a place is available and on payment of a late entry fee to be fixed by the FIA.'

"If we don't have enough entries to fill the grid, which we probably don’t, they know they can come later," Mosley continued. "There's just a danger that we might have too few spaces for the people outside. We'll have to cross that bridge when we come to it.”

Mosley went on to explain that a team left on the outside, would then have to purchase a smaller outfit to gain entry but the teams should 'think about that' before they decide not to file an entry by the deadline.


Britain's Formula One audience has a new favourite, and he does not wear the number 1 on his car, according to Christian Horner.

Horner is the British boss of the Red Bull team, whose German driver Sebastian Vettel looks likely to be the biggest threat to the championship aspirations of Jenson Button.

With a score of 41 points from a maximum possible of 45 after five rounds, Button is the clear leader in the drivers' championship, which was won last year by his countryman Lewis Hamilton.

But in the wake of the 'lie-gate' saga and the lack of competitiveness of this year's McLaren, reigning world champion Hamilton has dropped out of the British headlines amid the emergence of a new favourite.

"In Britain Jenson is much more popular than Lewis Hamilton," Horner is quoted as saying by Germany's Sport Bild, "because he comes across more naturally and is more easy-going.

"Jenson is just as likeable and funny as is Sebastian. Both are easy to get along with but are also extremely professional," he added.


Vettel is third in the standings with 23 points, four adrift of Rubens Barrichello.

They are the worst bandwagoners. If anything English is half decent they jump on their nuts and make it out like the second coming of Christ - even if he's not English (case in point - David Coulthard). They even try it to Webber because Australia is part of the Monarchy.
