Selective Availability was disabled on 5/2/2000 so C/A-code (L1) is now open use without an artificially degraded signal.I thought the GPS accuracy was scrambled for non-military applications.
Even still the new L2C is better than C/A (for civilian use) and for more critical stuff there is L5 ('safety-of-life' applications), and then the M codes (Military) which are the most precise but obviously not open to public use.
