when others are given a chance to 'upgrade' they could increase performance to above what the current 'best' is. But when the best engines have to be tuned down they have a lot of control over how they do it and will probably still have the best package.
Furthermore showing the retarded rule making.
Detune the engines so they are still equal in performance yet possibly vastly improved in drivability and reliability.

And although there remain question marks about his suitability to the role, on the back of his ruthless imposition of team orders in the Paris-Dakar and when he was Ferrari team principal, Mosley thinks that those controversies do not damage his ability to be a good president.
.....
Mosley has revealed that Todt has always been his preferred candidates to succeed him – and that he only stayed on in recent years while waiting for the Frenchman to be free of commitments elsewhere so he could stand.
.....
When asked for comments about Todt's rival Vatanen, Mosley said: "Ari keeps complaining, and has done it several times, that I should be neutral and not favouring Jean.
.....
"I said, 'I will be very honest. I think Jean is a much better candidate. You have no experience, you have never run anything, you've not been in charge of even the smallest organisation, you have no concept of what it is like. You didn't even run your own rally car, you had a co-driver to do that.'"
Talk like this will surely help the Toad

Ferrari president Luca di Montezemolo says the team has yet to decide whether to retain Kimi Raikkonen for next season or replace him with Fernando Alonso.
But he reiterated that there were no doubts about Felipe Massa returning to the line-up as soon as he had recovered from the head injuries sustained in Hungarian Grand Prix qualifying.
Alonso has long been linked with a switch to Ferrari, with di Montezemolo openly admitting at Monza that the team was interested in hiring the double world champion at some point in the future.
Although Raikkonen's current contract runs through 2010, Ferrari has so far declined to confirm whether he will still be in the car next season, amid suggestions that he could return to McLaren or join Brawn to make way for Alonso, whose future at Renault has come under fresh doubt amid the recent Singapore crash scandal.
Di Montezemolo told reporters at an event in Florence today that Ferrari was considering a straight choice between Alonso and Raikkonen as Massa's 2010 team-mate.
"A Spanish or a Finnish driver? We'll take some decisions within a few weeks," he was quoted as saying by La Stampa.
"What's certain is that we'll have a Brazilian driver who deserves another chance, because thank God he is fine now. As for the rest, we are pondering over the best choice."
While Raikkonen suffered a slump in performance after clinching the world championship with Ferrari in 2007, in recent weeks he has shown better form - taking podium finishes in the last four grands prix, including a victory in Belgium, and out-scoring all his rivals between the Hungarian and Italian GPs.
Ferrari isn't sticking to the script...

Maybe I'm missing something here, but I see absolutely no reason why they should want to payout Kimi's contract for '10 and allow him to race with another team. Either he races in a Ferrari next year, or becomes the worlds most expensive reserve driver, and realistically they are already set on Alonso in the long run so why not just let Kimi ride out his contract and then get Alonso in '11 instead of throwing away $25m? It's not like Alonso's presence is going to suddenly do something that Kimi can't already do in terms of bringing home points, both are top drivers.Ferrari isn't sticking to the script...

Exactly. there's no way i can see Ferrari paying out the remainder of his contract AND allow him to drive for another top-flight team. How bad would it look to Ferrari if they paid out his contract and he won with another team?
I think Ferrari's line-up is going to remain the same quite honestly.

Renault has appointed Bob Bell as its new stand-in team principal in the wake of the departure of Flavio Briatore for his involvement in the Singapore Grand Prix race-fix controversy.
Bell, who was the team's technical director, will take charge in the temporary restructure that will remain in place until the end of the season. He will also be the outfit's chief technical officer.
As part of the reshuffle forced about by the events of recent weeks, Jean-François Caubet, currently director of marketing and communications, will become the team's managing director.
A statement issued by Renault said about Bell and Caubet: "They will both report to Bernard Rey, President of the Renault F1 Team.
"Bob Bell will attend all the remaining races of the season and will be the team's spokesperson on all sporting and technical matters.
"The Renault F1 Team is now ready to concentrate on the future and wishes to stress that no further comments or statements will be issued relating to the events of Singapore 2008."
Bell, who started out in the aviation industry before arriving in Formula 1 with McLaren in 1982, first joined Renault when it was still known as Benetton in 1997.
Following a brief period with Jordan, he returned to the now Renault factory squad as technical director in 2002, overseeing the team's world championship triumphs of 2005 and 2006, and working under engineering director Pat Symonds, who like Briatore departed last week due to the Singapore scandal.
Excellent, fuck Dave Richards and Prost.

Honestly, there should be some sort of baseline law about moving in by a race track, then complaining because it's loud. Same for Airports and shit like that. It should be called "The Duh Clause"

Ferrari engine deal for 'BMW' for 2010
BMW motorsport chief Mario Theissen has confirmed that the BMW Sauber team will run with Ferrari engines in 2010, if the team secures a slot on the F1 grid under its new ownership.
BMW announced earlier this year that it was to quit the sport at the end of the season and has since agreed a deal with Qadbak Investments to take control of the Hinwil-based squad.
Currently, the team doesn't have a guaranteed place on the grid after the FIA elected to give the 13th slot on the grid to the Lotus team, with BMW Sauber as first reserve – although the governing body is working to get an agreement which would see the grid increased to 28 cars, thereby allowing the team onto the grid.
Despite the uncertainty over whether or not an entry will be secured, the team continues to work towards being in Bahrain for the season opener, with Theissen revealing that a deal had been done with Ferrari to provide engines.
“It will run Ferrari powertrains,†Theissen told reporters in Singapore, confirming news which many had expected, before switching focus to the mysterious backers who have saved the team. “We are very confident of being on the grid next year and the investor, apparently, is quite strong.
“He wants to continue with the team in a strong state, not just as also ran, which is an excellent prospective for the team. We couldn't really expect that. There is strong morale, the team is really positive, we have a good upgrade for the car here and we want to achieve something for the final four races.â€
Theissen, who stated there was no concern about the takeover despite the fact that the identity of the new investors is shrouded in secrecy, added that his own future was still to be decided, with the possibility that he could stay involved with the programme even when BMW depart.
“My personal future is fully open and I will keep it open until the end of the season,†he said. “It wouldn't be helpful to mix up my own situation with all the efforts to secure the future of the team. I'm not concerned. There will be time later this year.â€
