i dunno how to make AV's

I'll help but I'm having problems getting my internets to work properly lately. It's weird I can check my mail through outlook or run utorrent but some pages (including this website) won't open after a while.
Anybody have any ideas? I can access certain sites like gmail or google almost anytime but others won't load at all. I've cleaned cache, cookies disabled firewalls etc nothing helps.
I don't know how I got here I am not good with computer.
