Wouldn't they just end up with an incredibly over-shaped 2 elements though?There used to be a rule on the number of rear wing elements allowable (I think this rule is still in effect). Do the same for the front wing. 5 elements is simply way too many, if they really want to take away the aero effect then cut it down to 2 max.

I think the only way you can ever really get a grip on down force is through actual measurement...limit max down force and have a standard test it in a FIA wind tunnel at 200KMH.
Then everyone can just work on maximizing efficiency, so there's still a little bit of engineering going on.

Adding curves really doesn't help generate more downforce. The shaped bits and pieces usually are done with airflow to the rest of the car in consideration, or to reduce drag on the sides of the elements.Wouldn't they just end up with an incredibly over-shaped 2 elements though?

I was thinking of them actually constructing 2+ wing elements out of one piece of carbon, depends on how the rule would be written I suppose.Adding curves really doesn't help generate more downforce.
